I suppose it's worth noting that if the pause is very very long then players are allowed to talk about the game. That's how riot wants the game to function. Neither of these things exist so its a conscious decision by the games' designers for things to be high pressure and time limited. If it was ok for players to be able to talk out a decision while in game then timeouts would be a normal part of it and coaches would be a part of the comms. The game being paused and allowing you to take a step back and talk out well thought out decisions deviates greatly from how the game is intended to be played. There's also a big mental aspect that builds up as the game goes on where you start feeling pressured if your'e behind and that pressure can lead to poor decisions. Being able to make quick decisions on the fly with the limited time you have in game is a valuable skill to have.
League is a very time sensitive game and stuff like pauses is not supposed to be a part of the game like how timeouts are a part of real, traditional sports. So lets get into why you shouldn't be allowed to talk about the game. If you can talk in code then you might as well talk about the game directly lol.
